Yes, its plowed, at least the parts I've seen. I've been riding it since last week, from the Southwest Path to Edenberry. I'm pretty sure its plowed the whole way (when it does get plowed).
Its mostly crusty and somewhat icy, with some patches of bare pavement, but very rideable for me with studed tires.
