Sat, 12/18, Southtown section was plowed with some snow packed and icy spots.

My guess is that the hilly and shaded Fitchburg section, if plowed, would be 
more icy, and extreme caution should be used. Lots of people walk along that 
area, with and without dogs.

is out on vacation until January 4 but you should be able to contact someone at 
the DNR South Central Region office who can update you:

Condition report has not been updated since October 20...  It is probable that 
if plowing is done only on a volunteer basis, then DNR would not want to say 
anything about it being plowed, to avoid any appearance of being responsible 
for its condition during the winter.
