I am certain you are legally allowed to bike on John Nolen, and I am also sure some people may chose that option. If people are commuting from the Olin or Lakeside area, and going to much of downtown, going all the way around Monona Bay is a big detour.
The drivers on John Nolen are going to be pretty tense with the construction anyway, and they may react poorly to bicyclists. Besides, John Nolen is going to be busy, noisy, and the air quality from all those cars is going to be pretty bad. You can ride on John Nolen, but let's just say that it won't be all that pleasant. For many people, such as me going from the campus area to the Olin Park, it's about even with regard to distance. For others, this will be a "grit my teeth and take John Nolen" or chose the big roundabout (Monona Bay.)
