OK, I know this is going to sound harsh, but your landlord is an cheap SOB. Bike racks are very cheap compared to so many other things that are needed in a six unit apartment building, that asking the city to subsidize the racks in some way is laughable.
The city will install bike racks in business districts where there is not space on private property for the businesses to install one. That is not the case with your apartment building. There is space. your landlord just doesn't want to pay to buy and install the racks. Bicycle parking costs about $200 per space, depending on what type of rack you get and how you install it. That is compared to CAR parking, which costs at least $1000 per space, even for a gravel lot.
