I believe about 3-4 years ago, Saris designed a ring to be added to meters in Madison. A sample used to reside in the Bike Fed office. My understanding is that something like this will happen in Madison. When I was still on the Transit and Parking Commission, and we were discussing the multi-space meters, we were very clear that the meters were an important feature for bicyclists, and we wanted a way for the number of "bike parking spots" to not be reduced. The Parking Utility agreed that rings would be added to the posts, or at least knobs on the top, to allow bike to continue to be parked there. The rings actually add bike parking, because two bikes can more easily be parked on each post. With a meter, it is tough, though not impossible, to get two bikes locked to the post.
