I disagree with Kathy. Certainly there are several other demographics who are
expected to use the system, perhaps more frequently. But I count "diehard
Madisonian bikers" among them.

Assuming there are locations convenient to me, I can envision several
scenarios in which I use bcycle.

For example, I don't much care for leaving the house to go to work in a
downpour (snow doesn't much bother me; I think cycling in the rrain is much
more dangerous since some car drivers exercise extra caution in the snow, but
many or most seem to drive more recklessly in the rain than on dry pavement,
and, guess what? It rarely ever rains in winter).

When there's a deluge in the morning I will usually take the bus. But by the
afternoon the weather is often much nicer, and I wish that I had toughed it
out and ridden my bike.

And since I ride all year round, in (almost) any weather, I think most people
would consider me a diehard cyclist.

Bcycle has been asking for the better part of the last two months, which has
prompted a regular discussion between bcycle staff, City TE staff (Tony
Fernandez, who is himself a cyclist), staff of the Bicycle Federation of
Wisconsin's Madison office (who I think probably qualify as members of the
local bicycling community too), and occasionally others, including Robbie
Webber, the citizen chair of the PBMVC, and myself, who, in addition to my
day job representing the interests of UW-Madison's cyclists and pedestrians,
am also part of the Madison bicycling community.

So although not every proposed location (and many of the locations discussed
were originally proposed by members of the bicycling community) has been
vetted by everyone who has been involved (there is still discussion about
some on UW's campus, e.g.) it's probably fair to say at this point that
bcycle is telling the community what has been approved by city staff, folks
at UW, Bike Fed of Wisconsin, and those other members of the bicycling
community who have been involved.

Are they asking, or telling?  Who approved the first sites that are already
in place? 

I'm not sure I disagree with the sites, but I think input from the biking
community would have been really helpful.
