There was input from the biking community. It just wasn't a standard public
meeting at a committee, neighborhood association, etc. B Cycle asked for
suggestions from the public, alders, neighborhood associations, business
districts, etc. Those were all on the list that was then whittled down based
on some practical and physical considerations. There was probably a list of
over 200 locations to start with. (I personally contributed around 100.) As
you can image, there was quite a bit of overlap on those locations, and
those were the most logical places. Some simply physically wouldn't work,
and others were shifted to public (or willing private) property.

Not that I'm suggesting I know everything, but I was at most of the meetings
that helped locate the stations, and there were others there that are also
knowledgeable bike commuters: Tony Fernandez and Chuck Strawser come to mind
right away as people I would trust to know where these were needed, and they
were there. Also, we are fortunate that bicycling is becoming a regular
transportation method enough that many city staff (and other outside
consultants) can be counted on to be knowledgeable. (Dan McCormick, Rebecca
Cnare, etc.)

I'm not suggesting that there couldn't have been a more open process, but
there are many decisions about where to out stuff that don't involve a
public meeting.
