In Madison, our new zoning code, which has been approved by Council but isn't 
yet in effect, will require all drive-throughs to accommodate bikes.
 
Under the current code, there is no such requirement, but in recent years every 
time we approved a drive through at Plan Commission, we added a requirement 
that they serve bikes. To my knowledge no applicant has ever objected to that 
requirement. 
 
I suspect the Burger King on East Wash predates these efforts, so they don't 
have a custom requirement on bikes. But when the new zoning code takes effect, 
if they refuse bike service they will be in violation and could face fines or 
having to shut down their drive through. Enforcement will be by complaint. 
 
The new code is awaiting approval of zoning maps that go along with the text. 
Should be a few more months before it's all done.

Generally, I don't have a problem with businesses that DON'T want to take my 
money, esp. major corporations. I just find a business that WILL take my money, 
and notify the other business why they just lost my patronage.

My credit union, BTW, actually advertises that members on bikes and on foot (I 
think I even rolled up on my Sting Ray kick scooter once) are _welcome_ at 
their "drive-up" window. This is the free market fulfilling itself; smart 
businesses recognize that we have money to spend; those that refuse do so at 
their peril.
