My understanding is that the police have a policy of not issuing tickets for traffic violations they didn't witness. (Can someone confirm that or correct me?) But I think they do make exceptions in egregious situations, and this may be one of them.

The driver was not cited, and the police simply filed a short form, in case of any necessary insurance claims, etc. I still can't believe that (a) I was hit and (b) I had Mali with me in the trailer when it had to happen.
