A couple years ago one bicyclist got a ticket for riding too close to
parked cars - and getting doored!
http://www.thedailypage.com/isthmus/article.php?article=23479

This led to both a Madison city ordinance (which I sponsored) and later a
state law to require drivers to not open a car door into traffic.

Also from the article:
"But [Police spokesman Mike Hanson] notes that when a person is injured in
a traffic accident, police are obligated to ticket someone, unless they get
a supervisor's approval.
