Yes, building a permanent bridge at this location was suggested in the work done by Parker Jones on the Garver/North Plat design: http://www.sasyna.org/index.php/recent-activities/garvercommittee/ I believe it also made it into the Baum proposal for Garver that is in review right now.
There are a lot of folks that currently walk (and walk their bikes) across the tracks just east of the bridge in order to access this neighborhood without going all the way down to Walter and doubling back.
