Don't know but if that indeed is the configuration my suggestion is to oppose a combined bike/parking lane. We have one of those in Monona on Winnequah Rd. Early on I asked the police department to issue citations for what I thought was cars illegally parking along the curb and overhanging the bike lane which everyone has to do as the parking area between the curb and marked bike lane is not wide enough to accommodate cars. Trucks block the bike lane completely. The police chief told me the bike lane is really not a conforming bike lane, not really a bike lane even though it is signed as a bike lane. Since it is not an official conforming bike lane the police department cannot issue tickets. Got the impression the Chief thinks the design is as crazy as I do. I contacted DOT after the lane was built but they said they were not consulted and couldn't respond unless asked to do so by the city. SO, it has been a constant headache and instead of increasing bicycle safety, the design did the opposite. Luckily no one has been killed, although I've had numerous brushes from mirrors over the years.
