Arthur, Your neck is safe. You are right on. To their credit, that's what they did for the shared paths in the regional plan. It needs to be done for everything else. If the resources aren't adequate (and they never are), than what has priority or where are more funds going to come from? Resource planning must accompany infrastructure planning. Simple as that.
