If they are in DSL range, I would recommend PacketWorks.

They can do PPPoE or ATM DSL, but there is no way you are going to get DSL 
around here for $30 per month.  PacketWorks is nice because they have good 
QoS support on their network, and their tech support is friendly.  Normally, 
a connection is about 6Mb down and 800 Kb up, but the ATM DSL can be bonded 
for faster links.
