This is correct,  Nominet (nic.uk) will also if a .co .org. .ltd . net .uk domain is over due and the IPS TAG holder has detagged, pursue the registrant to pay the Nominet renewal at the current published .uk NIC rate (about �80+VAT) unless the registrant requests a re-tag to a Nominet member who will then be given the opportunity to accept the renewal charge  (members~ = �[EMAIL PROTECTED]%) to their tag.
 
How and when detagged domains become available, and are released back in to the general pool would be something I would love to know too,  I haven't worked out how this process works.  I have come to the conclusion that all you can do if you wish to register a de-tagged .uk domain, is to contact the registrant at the whois address....even if expired.. and make an offer,  which is hard with uk nic whois details.
 
Otherwise it seems pretty arbitrary.  I watched detagged post.co.uk for a long time before giving up in Dec 2001,  now it seems to have been registered, I wonder how long the domain was available.  Even though I am sure due process did occur I would love to know the chain of events that led to this particular detagged domain being returned to the pool - even the average 'return to pool' time would be nice to know.
 
Nominet really should have a 30 day detag period, and it would be nice if all other registries did too,  i.e the registrant could recover the domain for 30 days after 'deletion' and the domain would be returned to the pool thereafter.  When you don't see the 'correct' renewal notice but your site is important, you are likely to notice your Name Servers being removed and if you don't notice that, you loose the domain.  30 days of not noticing your site being down is a long time............

A "detagged" domain requires the legal registrant to contact nominet directly to have it moved to a new tag.
