Took me a few minutes to remember all of the details of this one. When you click the maximize button on the window titlebar it raises the window, then it maximizes. Anytime you click the titlebar the window will raise first. When you alt-tab to a window it is raised and then focused. When you sloppy focus no raise occurs (people demanded this behavior).
