So a pure sloppy focus user likes the current behavior it is 100% consistent.  
The problem comes when you mix keyboard and mouse.  I am not sure what the 
right thing to is.  Should all calls to maximize() cause a raise?  This would 
almost always yield a double raise.  I am open to suggestions on the matter.
