I don't know if this is working with CVS-Blackbox-0.70, but maybe this
is what you need . It's called fspanel, a very small taskbar and with pager
buttons for switching the workspaces, something about 10kb in size.

And there are at least two or three variations of this floating around
the net. hpanel and mde-fspanel if i remember correctly.
