I found some tools for managing background images:

whitebox, fluxbg and bbconf.

The following is my review of whiteBOX-0.5nb3 (installed using pkgsrc)
using gdk-pixbuf-0.22.0nb2.

 - older gtk

 - appears to have switches for setting background and saving it
   but I don't see any way to define the
   $HOME/.whiteBOX/bgset/bgsetsingle file.

 - using --bg-single core dumped

 - core dumped when I clicked on either of the little boxes next to Delete
   All" button in the "Saved BG's" tab.

 - -bgt is useful to start up in the background mode

 - I guess I could remove other functionality by editing
   ~/.whiteBOX/pluginlist (I didn't try.)

 - had warnings:

** WARNING **: Couldn't find pixmap file: arrowdn.xpm

** WARNING **: Couldn't find pixmap file: doc1.xpm

   But may have been my install.

 - whiteBOX didn't seem to like my current menu, it was displayed wrong.
   It may have been that it is so complicated.

 - setting background says neeeds more info -- need to set background
   color;  this should have a default

 - no way (that I could tell) to add my current background image select
   to the background list. What is the purpose of this list?

I didn't test the other features, I assume many are out-of-date. I am
using 0.70.0beta2 of blackbox.

As I am still looking for a good tool for this.

p.p.s. The next thing I am looking for is a light-weight tool for managing
menus. Then find some scripts -- or write -- some scripts to convert to
fbpanel or other formats.
