Hi there, and thanks for trying out Quicksilver!

This is not something I, personally, have heard of before. I am unsure as
to why Safari is doing what you say it is at all.

A few things that it's probably worth you checking (you may have done so
already)

* Check that "Use all F1, F2 etc. keys as standard function keys" is
disabled (or enabled, try reversing it) in the Keyboard preferences
* Check through your Keyboard shortcuts to make sure F1 isn't assigned to
something there
* Ensure you do not have any other hotkey apps (such as Quickeys) running
that might be conflicting with Quicksilver's triggers
