The default action will always be the highest ranked action that applies to the type of the selected item. (And the selected item in the first pane can have more than one type.)
As a general rule, you want the more specific actions (like “Open” and “Open URL”) at the top and the ones that work on lots of types (like “Paste”) lower down.
The “Append To…” action is pretty loose in what it will accept. (I know it works with text, files, and URLs.)
In this case, you’ll at least want to drag “Open” up higher than “Append To…”, since “Open” only works with files. You may discover others that need to move up.
