This occasional delay occurs to me as well, usually when invoking QS after a while. This has happened to me while I was actively using some other application, and so my SSD was probably not asleep. RAM capacity should also not be a problem (usually 5GB or more is free at any time).
Could this be an unwanted by-product of a Mavericks power-saving feature, say like app nap? I am not very sure about this, but I have an impression that this did not happen when my mac was running Mountain Lion.
