ok, I'd summarize the discussion to the following:

* Move tcpwrappers to optional dependeny 

* Modify the tcpwrapper config section to read as
"If you have TCP Wrappers installed and there is a restrictive /etc/hosts.deny 
file, then ensure you have an entry in the /etc/hosts.allow file for access 
from the portmap daemon that overrides any rules in the /etc/hosts.deny 
file.  See the man page in section 5 for hosts_access for details on creating 
appropriate rules."

* nfs-utils client page
I added the nfs-client-page because there was a request to do so and i think 
its not the worst idea. It should be the same split as e.g. Samba because the 
nfs-utils can be used as well for servers as for clients - exactly the same 
way as Samba can be used.

Btw, what make a server to be a server? I allways thought when a machine 
provides services to others, than that machine is called a server. This does 
not depend on the "importness" or on the volume of data. Its simply the fact 
that it provides a service. Having a NTP-daemon open for queries from other 
machines makes it being a NTP-*server*, isn't it?
