I look at the fact that an improper /etc/hosts.deny file does
nothing (doesn't enable TCP Wrappers or deny anything), it requires
a *restrictive* /etc/hosts.deny file. I think that is a key word and
was left out of your original paragraph.

Not a big deal, I was just trying to mention that TCP Wrappers should
be listed as an optional dependency, and definitely not a required one.
