Or just "If you have TCP Wrappers installed and there is a restrictive /etc/hosts.deny file, then ..." I look at the fact that an improper /etc/hosts.deny file does nothing (doesn't enable TCP Wrappers or deny anything), it requires a *restrictive* /etc/hosts.deny file. I think that is a key word and was left out of your original paragraph.
