I've noticed this behavior since version 26. For version 28, I did not use the system Cairo, and have had no problems. I don't know if I am up to patching/recompiling Cairo, then getting stuck in a dependency 'hell' recompiling everything that might break from this, just to appease Firefox; especially since the ESR versions (and Pale Moon) work just fine.
