They shipped TTFs can indeed be installed like this, BUT

1. when built with cmake, two cmake files get installed:
/usr/lib/cmake/OxygenFont/OxygenFontConfig.cmake
/usr/lib/cmake/OxygenFont/OxygenFontConfigVersion.cmake

Those probably are not needed, because the first ends

set_package_properties(OxygenFont PROPERTIES
    DESCRIPTION "Oxygen Font, available from kde:oxygen-fonts
repository"
    URL "http://www.fontsquirrel.com/fonts/oxygen";
    TYPE RUNTIME
)
and fontsquirrel appears to have a rather old TTF.

2. The md5sums of the installed and shipped fonts differ, which
might mean that something material is different (although both the
TTF and the source SFD file  have the same date).

Better safe than sorry, keep installing the deps and building this
just in case something differs.
