I *suspect* that xorg-server needs Mesa in order to provide GL support -
even if you're not going to use Mesa's GL libraries, you can't build a
GL-capable server without having the headers that Mesa provides.
I built Xorg 7.1 with libdrm (don't know if I really needed it?) and without Mesa (--disable-dri --disable-glx --disable-xprint for xorg-server), and the GL libraries/glx extension from the binary NVIDIA driver have been working fine.
