You didn't follow the instructions in the NetPBM tarball to install the package. I don't follow their instructions myself and have a custom script. My custom script copies the headers and libraries into /usr manually. I don't ever have any problems. Please read the documentation with the NetPBM tarball. It tells you how to create the "DESTDIR" (though not called that). From there, just manually copy all the files.
