I guess he meant the 'versions' file, which is just a list of package versions in ASCII order, first the core and then the (other) apps. The release notes document some, or all, headline changes since 3.0 but are too much of an advertising blurb to reference from the book. Anyway, you would need to be familiar with gnome-3.0 to understand some of the differences.
