The label is kind of a vague one, but it really has nothing to do with whether a package is required for build. It's pretty much a marketing distinction - packages that are central to the Gnome desktop, vs other Gnome apps. Metacity is in 'core' because it's required for fallback mode, for those who can't (or won't) run Gnome Shell. You don't need it if you're not in that category, but it remains core until Gnome stops supporting fallback mode. Simon.
