As the person who proposed adding the apng patch to the firefox
build, I've often regretted doing that. Unfortunately, from time to
time firefox appears to be tardy in patching png vulnerabilities so
on balance I think we are safer with it - even though the big
distros didn't do as I expected (i.e. they dropped it because libpng
had rejected it).

Back in the day (gif was arguably patented in some places, I think)
the png people came up with mng. At one time I used to know where
to find an example (in the kde3 days, I guess) but nowadays all I am
aware of are animated GIFs. I think it is naother of those things
where somebody at mozilla thought "let's do this" and now it is
hard-baked into the firefox infrastructure, like a lot of other
cruft.

The apng patch developer/maintainer is in Japan, perhaps there are
some animated png files in use there. Of course, if I did
accidentally come across one I very much doubt that I would realise
it was an apng.
