Along these lines, a sighted friend of mine was playing with a scanned 
(picture) article, and he sort of figured out a way to sort of get OCR done 
using more 'common' things.

Basically, he opened an image using MS Paint, saved it as a .tif file, 
opened that using MS Document Imaging (comes with Office if I'm correct).

Then on the picture menu, there's an option to perform OCR, and save as a 
Word document (actually gets put into HTML).

This isn't the simplest thing, but it actually seems to work not badly at 
all.
