OK I asked this feller about it and he said only in the final stage of the 
installation, not during boot up you can run Narator. HTH.

Subject: [Blind-Computing] Narrator during Windows Installation?


Does anyone know if Narrator is available at any point during a Windows 7 
install?  I thought I heard that Narrator could be turned on about half way 
through a Vista install using Windows + u.  Perhaps pressing Alt + n would 
be necessary as well?  I have not installed either, so I have no personal 
experience.
