Maybe just try it in one or two different apps since I think that keyboard 
combo didn't always tell me anything in keyboard help in all apps for some 
(most likely related to app specific scripting).

Also, you can hit Jaws key + F2 to bring up the run jaws manager dialogue, 
hit K to get to the keyboard manager, hit enter on it, hit Ctrl + shift + D 
to make sure it's on default, tab to listing, hit letter S to move down to 
those items, and then move down a bit and see if say clipboard has a 
keyboard combination defined.
