Windows Vista and 7 will require a genuine copy of the previous OS physically installed on the machine for the upgrade disk to work successfully. This no doubt happens during the first part of the installation.

I always that if you have a upgrade disk that you must install the previous
OS first and then the upgrade on top of it. How would one install a upgrade
