You are incorrect. If you have the NLS DTB players and have a USB thumb drive you can download from the NLS BARD site. You don't have to wait to get books if you don't want. All that you need to do is register on said site.

      I was wondering if there is any software that can play
the digital books from the National Library Service (NLS)?
It seems like the only thing I can find to play the books is
a $350 portable player. I would be just as happy if I could
play them on my computer.
