Well I think you can still use a demo of Jaws 7 on windows 98 machines. So
this may be a way forward? Jaws 7 I am sure could be used in demo mode as I
believe  it was the basis of the  first Jaws portable thumb drive
implementation which often relies on using demo mode..

Further problems may be encountered on some  old hardware though as oddly on
some machines speech will not work unless a monitor is attached and working.
I remember trying to work on some old machines and not using monitors. The
system units stubbornly refused to come to life until we plugged a monitor
in . The problematic video card may still be a problem therefore if it has
this sort of link up but it is worth a try. Thinking about this I think this
was on early XP rather than 98 machines so hopefully you will not encounter
this.
