You are absolutely right
My selected was opposite in the configuration settings center
I put it back to default and now it is working properly so
steps for win 7
while on the desk top tap control space bar til not selected and then
tap application key and up arrow to new sub menu and right arrow to folder
and enter
Here you can type the name if desired

Pretty sure you do actually want to have it tell you nothing's selected so
that the context menu will then apply to the desktop/folder, as opposed to
the icon/item it's otherwise focused on..<smile>

I know this works for win 7 but you may wish to try for xp as it is quick
While on the desktop make sure it doesn't say not selected
so use control space bar as a toggle until you don't hear not selected then
hit application key and up arrow to new sub menu and right arrow to new
folder
