Theoretical: All games ought to be accessible.

Practical: You would have to employ an entirely new team of people to
make a game accessible, e.g. interface design, building a TTS engine
that interacts with the game in a practical manner and so on. I
imagine that the already overly priced games that come out today would
become even more expensive. Conversely, a company like EA would charge
extra for accessible features in their games and I imagine that it
would not be cheap.

A law forcing this would be a terrible idea, because, as has been
pointed out previously, developers/publishers will simply do the
minimum amount to make their products accessible.

We are going to have to make our own games for ourselves; it is
lamentable, but there are more reasons for one of the mainstream
gaming developers not to attempt this than in favor of doing so.
