When a budget shows no ability to save money, such learning is impossible. I have been in such situations during my lifetime and for those who haven't they will never understand. In the event life circumstances improve and after paying off old debt one is able to take advantage of the changed circumstances saving will be possible. Had I not managed to be one of the 24% of employed blind people in the United States I wouldn't be on the internet let alone have a cell phone. BTW, half of that 24% are part-time seasonal workers and when I got employment it was permanent so that put me in an exclusive class as far as blind United States demographics go.
