From the character deletion help page:

The time it takes for a character to time out is based on the number of levels the character has:
 - 12 months for a level  1, all levels   1 char
 - 19 months for a level 10, all levels  15 char
 - 27 months for a level 15, all levels  30 char
 - 37 months for a level 20, all levels  50 char
 - 49 months for a level 25, all levels  75 char
 - 64 months for a level 30, all levels 104 char
Characters above 104 in all levels are currently never deleted.
Characters which are not in an account delete 6 months faster than this to help release names created by people just checking out the game.

   I haven't logged in for about 6 months. So when it said "invalid
   name" I thought perhaps the name had been released because of that
   extended idle period. But based on the fact that the game itself
   recognized the name as "in use" and the fact that I was able to
   successfully log into the web portal, I tend to agree with others on
   this list that something is off with the client I use. But thanks
