I think the problem is less of people deliberately flouting the rule as in 
having very different standards for what's appropriate.  I had to stop and 
think what words in the messages you've flagged for profanity set off your 
filter.  Clearly there are some obvious ones, but the words "hell" and 
"damn" (note, not "god damned or other variation" are so often used in 
common speech and writing today that people like me, who have a very 
laissez-faire attitude towards my children's language don't even think 
twice about using them, and having to stop and change that standard brings 
us up short.

In saying this, I am not at all demanding a loose interpretation of any 
language rule, I just wanted to let you know why it might happen for some 
native English speakers, and especially from speakers of other tongues 
without the taboos we Americans observe.

It would be helpful, sad as it is, to produce a list of banned unacceptable 
words/phrases, so that there is no doubt what you mean by "profanity".  My 
definition would be far less restrictive than it appears yours is, and I'm 
cool with that, but let us know what your definition is.
