This has to be bogus! MHZ which should be MHz is not a measure of power or radiation. It is the frequency. Frequency, essentially is the channel. This is a bit like saying that watching channel 2 is safe but watching channel 55 is not.
Proximity to the cell tower does not influence the output radiation of the cell phone and therefore neither does it influence how much electromagnetic radiation you get from your phone. The number of towers and their transmission energy along with each and every FM station, CB radio and probably more significantly radar generator will impact on how much radiation one will absorb regardless if one even uses a cell phone. It is known that microwave energy can cause tissue damage particularly to the eyes and male gonads at particular levels. Microwave energy has been used and still by many is thought to have particular therapeutic properties and people pay good money to have therapeutic electromagnetic energy absorbed by their bodies. Certainly it can and is used for creating internal temperature rise. It isn't much used by "real" medical practitioners these days but a lot of quasimedical practitioners still do. It is true that output power is significant in the amount of energy one will absorb however there is nothing in this article referring to output power which is closely regulated and measured in Watts. I may be mistaken here but I think that Cell phone output power is measured in milliwatts, thousands of a Watt. Digital cell phones in fact expose one to less electromagnetic energy overall because they transmit in bursts of digital data. Analog phones are more or less always generating energy when connected because even silence needs to be transmitted. This reminds me of the one being circulated a few years ago that under arm deodorant causes breast cancer because it blocks the sweat pores under the arms thus trapping cancer cells in the lymph glands.
