If you don't get well below the frost line the frost will push the posts out of the ground within a few years. So far mine haven't moved at all.

You don't have to worry about the water beyond the fact that you don't want it diluting your cement mix but you don't want it washing the holes full of sediment either. Get your sonotube or what ever you are going to form up the posts with and get it packed into the holes. Don't leave it there too long though before pouring, it won't stand up for ever getting wet. I suppose you could wax it to preserve it longer but get it into place then any collapse or wash back will only help to secure it more firmly into place. When I dug my post holes I used a manual auger. Dug 25 for my chain link fence, 48 inches deep. Mind you only 9 inch holes not 12 and I didn't have a big powerful brother to help, only little Janet. Mind you it took a lot more than a Saturday afternoon too and it was fifteen or sixteen years ago back when I was about your age and the bottom of the holes were still warm from the cooling earth crust. I went out late in the evening to check on them. The plastic stayed put, but water is running down-slope and under the plastic. There is definitely water in the bottom of the damn holes.
