Rob. What you describe sounds like a larger version of an attachment that comes with a Dremel tool. You anchor the arm at the center and the drill motor goes on the end of the arm. You swing the arm around and the bit cuts a slot which eventually runs into itself and makes a circle. You need to back up the sheet metal with a piece of wood that is thick enough not to be cut through by the bit. That way you don't lose support at the center when the circle is about to be completed. You also need to use a bit designed to cut on the side. They are not the same as router bits. They come as standard equipment when you buy a Dremel tool but I don't know where else you can get them. Maybe you could find one at a store that sells Dremel sets. The bit is no doubt metric but it is just a shade over 1/8 inch. What Bill Gallik described sounds like a fly cutter. They are very dangerous even when used in a drill press. The problem is that they don't cut evenly and when there is a little bit of the diameter cut all the way through, the cutter catches in the hole and either stops the drill or spins the metal. I have foolishly used them in the past but I won't anymore. I threw away the one I had.
