Water pipes are not considered safe electrical grounds, both because rust can make joints higher resistance and because some systems have issolators specifically to prevent electric current flow to the mains. This is absolutely true of gas pipes also.
Not that many people, sometimes including me, don't use the cold water pipe to ground a radio receiver or the like, but not for a heavy duty beast like a generator. Tom Fowle
