Correct hooking to a water pipe is to be done right at where it enters a 
building and if the water meter is inside it should be done on the meter side 
and not the house side.  Removing the wire to the equipment ground electrode 
also called ground rod should never be done unless the main breaker is turned 
off.  That is one reason for using a split bolt the orginal wire would not have 
to be disturbed.

  One could ground to a water pipe, but my next door neighbor who is an 
electrician, said that one time he started to remove a pipe and he got shocked 
because they had used it for a ground.

  In our town, a man who was mowing his lawn, got tired of having to go around 
the ground rod, so he thought he would remove it. He went immediately to heaven.
