Spiro,

Tacon screws are concrete screws.  But, no plugs, no shields, none of that 
jazz.  Just drill the proper sized pilot hole, often with the included 
masonary bit, and then drive in the tapcon screw with a regular old screw 
driver.  They look like normal screws except the threads are pretty course 
and rather sharp.  Very nice to work with.
