I have the cheap 10 inch Delta table saw, which I believe I paid $99 for.  I
don't know if that included the legs or not, but I do have the legs as well.
I bought it at Lowes but don't know if they still carry Delta.  I bought
this saw about 10 years ago and have never had a single problem with it.  It
has an adjustment wheel to raise and lower the blade, it will cut through a
4x4, and it has an adjustment for titling the blade up to 45 degrees.  Over
the years, I've used the saw hundreds of hours and have certainly gotten my
moneys worth and I still use it to this day.

 

It is accurate enough for most all handyman jobs.  Of course, I wouldn't use
it to build a piece of fine furniture, but for everything else, I consider
it to be very accurate.  And you can't beat the price.

Ok, I purchased a Dewalt which does not have legs, you can get legs, 
but it will sit nicely on a bench or the ground. It's a ten-inch saw 
with a pretty accurate fence and considered contractor grade. I paid 
about $300 at Home Depot for it. For $249, you could get a Ryobi which 
does have legs and is a little larger table surface. I opted for the 
Dewalt mainly cause of space and I liked the fence on it. I would stay 
away from the $99 Delta which is very light duty, I didn't much care 
for the Skill and don't believe based on what I've heard from folks 
they make the quality product they used too.
Others will have their own suggestions/opinions, but there's mine for 
what it's worth.
