Random orbit sanders aren't supposed to leave that swirl pattern however
there is a difference between orbital sanders and so called random orbital
sanders. You may have an orbital sander not a random orbital sander. Orbital
sanders certainly do leave a swirl pattern which is fine when painting but
most translucent finishes will show the swirl pattern through, in fact often
you won't see the swirls until you apply a finish to the wood.

You can mitigate this by working down through ever finer grits to around 5
or 600 but for best success you need to step finer in quite small increments
so that each grade removes some of the swirls of the grade above. You might
then have to polish a little by hand working the direction of the wood or
finish with a fine scraper to remove the last of the marks.

I have had a few orbital sanders, fine for preparing for paint or for
polishing plaster but not much else. A good random orbit sander will cost in
the range of a hundred or more bucks.
